Article 25 Submission of Proposals 1 Proposals amending Union Acts, Resolutions and Recommendations may be submitted: a) by a member country or territory; b) by the Council, as a result of studies or activities within its sphere of competence and with regard to the organization and operation of the General Secretariat. 2 The proposals referred to in the preceding paragraph must be submitted to the Congress.
