Article 117 Working Groups 1 The Congress or the Council shall form Working Groups for the ensuing period and shall determine their scope and duties. 2 The Working Groups shall report to the Council and shall meet prior to its annual meeting or whenever necessary. 3 The creation and operation of the Working Groups shall be governed by the rules adopted by the Council.
