Article 115 Council Instruments and Working Methods 1 The Council shall conduct its work on the basis of the approved strategic plan and mandates set by the Congress. It may prioritize the Union’s objectives where necessary as a result of changes to postal operations. 2 The Council shall determine the ways and means through which to conduct its own operations. 3 The Council shall express its will through Decisions, in accordance with Article 20 of the Constitution and other rules adopted by the Council itself on this subject.
