Article 104 Functions of the Congress Chairman and Vice-Chairmen 1 The Chairman shall open meetings, lead debates, recognize speakers in the order they ask to speak, put matters which cannot be decided by unanimous consent to a vote, rule on procedural questions arising in the course of the debates and close the Congress. 2 In the course of the Congress the Chairman shall convene the first meeting of the Council. 3 The Chairman shall cosign the Acts, Resolutions and Recommendations adopted by the Congress with the Secretary General. 4 In his absence, the Chairman shall be replaced by the First Vice-Chairman from the country that chaired the previous Congress, and the latter, if necessary, by the Second Vice-Chairman.
