Article 125 Proposals for the Amendment of Union Acts, Resolutions and Recommendations by the Congress. Procedure 1 Proposals must be sent to the General Secretariat four months prior to the opening of the Congress. 2 The General Secretariat shall publish and distribute proposals to the member countries or territories at least three months prior to the date scheduled for the opening of the Congress. 3 Proposals presented after the deadline indicated in paragraph 1 above shall be considered if they are submitted at least three weeks prior to the opening of the Congress and are supported by at least two member countries or territories, with the exception of proposals containing amendments as referred to in Article 108 of these Regulations and of drafting proposals. These latter proposals must display a capital letter “R” as part of their heading, and shall be referred directly to the Drafting Committee.
