Article 16 Consultative and Executive Council 1 The Council shall ensure the continuity of Union work during the intervals between Congresses by applying the General Secretariat’s annual action plan and giving priority to the courses of action it lays down, in accordance with the strategy adopted by the Congress, and shall conduct studies and issue opinions on matters of interest to or connected with postal service. It shall also supervise and monitor General Secretariat activities. 2 Members of the Council shall discharge their functions in the name and interests of the Union.
