Article 20 Decisions by the Council 1 Decisions shall express the will of the Council on any matter within its jurisdiction about which it makes a formal statement. 2 Any Decision containing an order shall be binding, and shall establish, as applicable, the period in which it shall be in effect or within which it should be implemented.
