Article 17 General Secretariat 1 The General Secretariat, under the control of the Council, is the permanent body for the work of the Union in implementing its strategic plan, as well as liaison between its members. It shall serve as the Secretary of the Congress, the Council and its Management Committee, and of the working groups, which it shall assist in discharging its functions. 2 The General Secretariat shall be based at Union headquarters and shall be directed by a Secretary General, under the general supervision of the Eastern Republic of Uruguay.
