Article 24 Submission of Proposals 1 Proposals amending Union Acts, Resolutions and Recommendations may be submitted: a) by the postal administration of any member country or territory; b) by the Consultative and Executive Council, as an outcome of studies or activities within its sphere of competence and with respect to matters affecting the organization and operation of the General Secretariat. 2 The proposals referred to in paragraph 1 above are to be submitted to the Congress.
