Article 23 Accession to Union Acts and Resolutions 1 Any member countries or territories which have not signed the Union Acts and other binding provisions adopted by the Congress must accede to them as quickly as possible. 2 Under the circumstances referred to in paragraph 1 above, corresponding instruments of accession are to be addressed to the General Secretariat, which will notify member countries or territories as to the deposit of such instruments.
