Article 2 Object and Purpose This Agreement shall implement the Protocol and regulate other matters relating to or arising out of the establishment and the proper and continuous functioning of the Agency in the host State. It shall, inter alia, create conditions conducive to the stability and independence of the Agency and facilitate its smooth and efficient functioning.
