Article 19 Amendments 1 This Agreement may be amended at any time. 2 Any such amendment shall be agreed by mutual consent and shall be effected by an Exchange of Notes. 3 Consultations with respect to amendment of this Agreement may be entered into by the PCA and the Government at the request of either Party.
