Article 15 International Responsibility of the Kingdom of the Netherlands The Kingdom of the Netherlands shall not incur by reason of the location of the Headquarters of the PCA within its territory any international responsibility for acts or omissions of the PCA or of Officials of the PCA acting or abstaining from acting within the scope of their functions, other than the international responsibility which the Kingdom of the Netherlands would incur on the same footing as other Contracting Powers to the 1899 Convention and/or the 1907 Convention.
