Article 5 Requests and Answers 1 Requests and answers under this Treaty shall be made in writing. Electronic means of communication may be used under conditions allowing the receiving State to establish its authenticity and provided that they leave a written record. 2 Requests and answers shall be exchanged directly between the competent authorities and/or the diplomatic channels.
