Article 7 Scope of Application of the Agreement 7.1 The Agreement is binding upon the Contracting Members in their mutual relations, but not in their relations with non-contracting countries. 7.2 Should a Contracting Member make reservations on the application of any provision of the Agreement, the other Contracting Members shall be free to disregard that provision in their relations with the Member that has made the reservations.
