7 Telecommunication network The Participating Governments agree that an intercountry telecommunications network for the Programme may be maintained by the Executing Agency as Operating Agency for this purpose. The Governments, having reached agreement on the frequencies that may be allocated to the Programme for this network, shall authorize the Executing Agency to use them continuously for technical requirements within the Programme area free of charge.
