4 Documentation, technical information and reports Subject to security regulations in force, the Participating Governments shall provide access to all technical reports, maps, files and other items of information, whether published or not, that may be regarded as necessary for the execution of the Programme. The Participating Governments shall provide the Programme free of charge, by the swiftest means, with the meteorological and hydrological information needed for the proper execution of the operations.
