Article 3 Purpose and scope of this Agreement This Agreement shall regulate matters relating to or arising out of the establishment and the proper functioning of the Centre in the host State. It shall, inter alia, create conditions conducive to the stability and independence of the Centre and facilitate its smooth and efficient functioning.
